Population

One of the good things 'bout living in Harper is it's easier to keep up with things. Take populations for instance. We got a Department of Population and a Director of Population and she works ever day. When it comes time for the US census they just come right to Effie Blackwelder's office and she gives 'em all the numbers. She knows at all times how many peoples is in Harper. The minute she hears a body dies she subtracts one number from her file and when a baby are born she puts one number back, but only after she goes by the house to make sure the baby are home from the hospital. When boys and girls go off to college she takes off their names, but puts them back when they is home for Christmas or weekends. You can see that even though we ain't a big place the job of keeping up with folks is a pretty hard one. When Effie were nominated for this position years ago, the person what suggested her claimed she were the one for the job 'cause she already knowed ever thing about ever body.
